Delegate

The purpose of this competency is to achieve the goals of delegation in the P3 context, i.e. to:

  • allocate work effectively to individuals teams and suppliers within the project, programme or portfolio;
  • use delegation as a motivation and development tool.

Performance criteria

You must be able to:

  1. decide which tasks and responsibilities need to be delegated
  2. choose people that are competent and available to do the work 
  3. describe and explain the targets and scope of the work
  4. make sure people understand what needs to be done
  5. encourage progress by giving advice, support and training
  6. suggest ways to solve any problems that arise
  7. monitor delegated work to check that agreed targets are met

Because delegation is built-in to P3 management structures and processes, there is a danger that this important skill is taken for granted.

Outside of the explicit delegation situations (e.g. the delegation of responsibility for preparing a business case from sponsor to manager) the general conduct of the work constantly depends upon delegation of work from one party to another.

Knowledge and understanding

You need to know and understand:

  1. the goals of delegation
  2. the context of the work and its impact on delegation
  3. how to select and define work for delegation
  4. when not to delegate
  5. how to set targets and monitor progress towards them
  6. how to support those to whom work has been delegated
  7. the broader impact of delegation on the project and project management team
