Mobilise resources

The purpose of this competency is to achieve the goals of mobilisation, i.e. to ensure that:

  • capital assets are operational and accessible;
  • facilities are operational and accessible;
  • delivery team members are competent and capable;
  • all resources are redeployed, returned or disposed of, at the end of the work.

Performance criteria

You must be able to:

  1. plan and initiate mobilisation
  2. mobilise resources at relevant points in the life cycle
  3. demobilise resources at relevant points in the life cycle
  4. maintain relevant documentation
  5. assure the quality of mobilisation and demobilisation

Mobilisation can range from ensuring that internal resources are available and inducted onto a small project to setting up the infrastructure to manage a programme like the Olympic Games.

While all the criteria in this competency apply to all situations regardless of the context and complexity, they will probably need to be supplemented with specific references to the extent of resource and infrastructure that needs to be mobilised.

Knowledge and understanding

You need to know and understand:

  1. the principles and goals of mobilisation
  2. responsibilities for mobilisation
  3. the context of the work and its impact on mobilisation and demobilisation of resources
  4. procedures for mobilisation and demobilisation
  5. the purpose and content of the relevant documentation
  6. how to work with other managers in a matrix organisation
  7. how to co-ordinate multiple suppliers
  8. relevant employment legislation
  9. mechanisms for disposal of capital assets
  10. how assurance applies to mobilisation and demobilisation
