Manage requirements

The purpose of this competency is to achieve the goals of requirements management, i.e. to:

  • ensure that all relevant stakeholders have the opportunity to express their wants and needs;
  • reconcile multiple stakeholder requirements to create a single viable set of objectives;
  • achieve stakeholder consensus on a baseline set of requirements.

Performance criteria

You must be able to:

  1. plan and initiate requirements management
  2. capture requirements from stakeholders
  3. review the requirements to distinguish wants from needs
  4. assess the requirements to look for overlaps, gaps and conflicts
  5. evaluate requirements and select those that can most effectively satisfy the majority of stakeholder requirements
  6. develop a  set of objectives that reflect stakeholders' requirements
  7. baseline the requirements
  8. assure the quality of requirements management

Determining requirements is the first step to determining the complexity of the work but the basic performance criteria are equally applicable to simple and complex contexts.

If the requirements are anticipated to be particularly complex it may be appropriate to specify performance of particular techniques such as value management although care should be taken to follow this through into other aspects of scope management and control.

It may also be appropriate to address the need to assemble and manage specialists in the field of requirements management.

Where there are multiple stakeholders with potentially differing views on requirements it may be appropriate to include elements of influencing, negotiation and conflict management in the knowledge criteria.

Knowledge and understanding

You need to know and understand:

  1. the principles and goals of requirements management
  2. responsibilities for requirements management
  3. the context of the work and its impact on managing requirements
  4. a procedure for managing requirements
  5. the purpose and content of requirements management documentation
  6. how to work with stakeholders to gather requirements
  7. the sources of information that will support requirements management
  8. how to assess stakeholder wants and needs
  9. how to manage stakeholder expectations
  10. how to prioritise and agree requirements with stakeholders
  11. the relationship between requirements, objectives and acceptance criteria
  12. how assurance applies to requirements management
